Democratic Congress Opens New Opportunities for Pakistan–US Trade and Investment: Usman Shaukat

Islamabad: The Democratic sweep of Congress is expected to reshape the political environment for Pakistan–US relations, creating new opportunities for trade, investment and diplomatic engagement, while bringing increased scrutiny to security, governance and human rights issues.Usman Shaukat, Vice Chairman of the Pakistan Pharmaceutical Manufacturers’ Association (PPMA) and former President of the Rawalpindi Chamber of Commerce and Industry (RCCI), said the changing political landscape in Washington presents both challenges and opportunities for Pakistan. He observed that while US foreign policy remains primarily under the President’s authority, congressional leadership will play an increasingly important role in appropriations, hearings and oversight. Engagement between Washington and Islamabad on critical minerals, counter-terrorism and regional diplomacy is likely to continue through 2028.He noted that Pakistan should anticipate closer congressional scrutiny of security assistance, arms sales, governance and human rights.

However, potential congressional resistance to tariffs could provide new opportunities for Pakistani exporters and strengthen bilateral trade prospects.Usman Shaukat emphasized that Pakistan must capitalize on emerging opportunities in pharmaceuticals, IT services, agricultural trade, climate resilience, healthcare, education and development cooperation. He said the growing Pakistani-American community in Democratic constituencies could also contribute to strengthening bilateral relations. He stressed that Pakistan’s diplomatic strategy must extend beyond the White House to Capitol Hill through bipartisan congressional outreach, engagement with relevant caucuses and stronger institutional partnerships.Highlighting the importance of economic diplomacy, he said Pakistan–US relations should increasingly focus on trade, investment, technology, business-to-business cooperation and shared prosperity rather than remaining predominantly security-driven.

He concluded that a comprehensive, bipartisan and economically focused approach would enable Pakistan to navigate Washington’s evolving political landscape and transform emerging opportunities into sustainable economic and diplomatic cooperation.Usman ShaukatVice Chairman, PPMAFormer President, RCCI
