Pakistan–Indonesia Exchange Visit Highlights Pathways to Gender-Responsive Justice

A high-level Pakistani delegation undertook an Exposure and Learning Visit to Indonesia from 19–24 January 2026, aimed at strengthening gender-responsive justice, peace, and security frameworks through peer learning and regional cooperation.Organized jointly by UN Women Pakistan and UN Women Indonesia, with the support of the Embassy of Germany in Pakistan, the visit focused on Indonesia’s community-driven development model, which promotes social cohesion, women’s leadership, and integrated social, economic, and climate resilience at the grassroots level.The Pakistani delegation included senior officials from government, the justice sector, and civil society. Participants comprised Federal Secretary for Human Rights Mr. Khalique Shaikh; Chairperson NCSW Ms. Ume Laila; Chairperson KPCSW Dr. Sumera Shams; Chairperson BCSW Ms. Kiran Baloch; Director General Reforms, Supreme Court of Pakistan, Mr. Fakhar Zaman; Director (PVE), NACTA, Dr. Uzma Siraj; along with representatives from police services and civil society organizations.Indonesia was identified as a relevant learning partner due to shared socio-cultural contexts, decentralized governance structures, and its effective integration of community-based mechanisms with formal justice and security institutions.

These approaches have enhanced women’s participation in justice and security sectors while strengthening community trust in state institutions. The visit enabled Pakistani delegates to assess best practices, explore adaptable models, and identify opportunities for regional collaboration.During the programme, the delegation engaged with key Indonesian institutions, including the Ministry of Women’s Empowerment and Child Protection, Ministry of Foreign Affairs, and the National Police. Meetings were also held with the Indonesian Human Rights Commission and the Commission on Violence Against Women. Discussions centered on institutional coordination, survivor-centred service delivery, referral mechanisms, and gender-responsive budgeting, offering practical insights to improve women’s access to justice and protection services in Pakistan.The visit underscored the value of South-South cooperation in advancing inclusive justice systems and reaffirmed the commitment of Pakistan and Indonesia to strengthening gender-responsive approaches within peace and security frameworks.
